Smooth sailing

West span of old Third Ave. Bridge, which connects the Bronx and Manhattan, is removed yesterday to make way for a new bridge. The new span is expected to be finished by April.
So long, Third Ave. Bridge.

The aging and corroded bridge connecting traffic from E. 135th St. in the Bronx to E. 129th St. in Manhattan is being dismantled to make way for a new one.

When the span was built, it was the end of the horse-and-buggy era. Yesterday, many of the 21st century's high-tech advances were brought together as workers reached a crucial stage in taking the old structure down.

A 1,000-ton supercrane called the Chesapeake 1000 dangled an 850-ton piece of the bridge above the Harlem River for more than two hours yesterday before gently lowering it to a barge.

The painstaking and dangerous operation involved six tugboats, 13 barges and dozens of ironworkers, who placed their bodies and souls directly underneath the metal bridge piece.

Crane operator Frank Anthony sat in the crow's nest of the Chesapeake 1000, pulling a series of levers on the yellow water-borne crane.

Anton Stackow was at the helm of the tugboat American Muscle, which orchestrated the delicate shuffle of boats and cranes and barges.

"This is the last large piece," said Stackow. "The ironworkers are staying under the load. They will direct it and center it."

On land were Robert Marriott, superintendent of the city Department of Transportation's main contractor on the project, Kiska Construction.

They were checking and rechecking the boats' positions so workers remained safe and the temporary bridge carrying cars from the Bronx was not damaged.

"It's a lot of weight," said Stackow. "If you shock the load too fast, you can snap the boom."

The floating derrick glided south down the river with its load, and an empty barge was maneuvered into place.

Just before the piece was brought down, ironworkers walked just 5 feet beneath the hovering piece of bridge, casually eating potato chips and smoking cigarettes as they placed giant wooden planks on the barge.

"We trust the guy. We trust the engineer," said general foreman Jim Kleinschnitz, 42, referring to the crane operator. "Some guys you don't trust, and you don't get underneath."

The DOT's chief engineer, Henry Perahia, said the $118 million project should be completed in April 2005.

Expert Witness? Not Really

A man who allegedly falsified his credentials to testify as an expert witness on electrical engineering matters in a Bronx civil suit has been charged with grand larceny and offering a false instrument for filing.

If convicted of the charges, Michael Newman, 67, of Woodcliff Lake, N.J., faces up to seven years in prison, New York City Investigation Commissioner Rose Gill Hearn said yesterday. The suit stemmed from an apartment fire in a New York City Housing Authority (NYCHA) building.

Outside counsel for NYCHA, a defendant in the suit, hired Mr. Newman, who represented that he was a professional engineer licensed in New York and New Jersey, Ms. Hearn said. Once his alleged falsifications were discovered, NYCHA had to withdraw a motion for summary judgment it had filed. The case settled in May.

A WESTCHESTER FILTRATION PLANT

 on BronxTalk AM

 

            The president of the Jerome Park Conservancy will present a detailed rationale for why the Croton water treatment plant should be built in Westchester County on the Tuesday, April 6 edition of BronxTalk AM, BRONXNET's popular daytime television talk-show.  Beginning at 10:30am on channel 67, Anne Marie Garti, who has extensively studied New York City’s water supply, will be interviewed by host Gary Axelbank.  She’ll explain why cost, construction impacts, land use issues, and the need for clean water all point to Eastview in Westchester County as being the most sensible choice for the location of the Croton filter plant. 

 

The interview with Ms. Garti is a must-see for elected officials, journalists, and members of the general public who have incorrectly assumed there is no viable alternative for this project other than building it in a Bronx public park and adjacent to densely-populated Bronx communities.  The Westchester plan she supports is fully studied in the Department of Environmental Protection’s Draft Supplemental Environmental Impact Statement, which was released a few months ago.
